All of these appointees are at the discretion of the Governor and, together with the Commissioner and the Audit Committee of the Office of Mechanical Inspection, form a committee on boiler, pressure vessel and cooling regulations. The committee shall meet at the call of the member of the Commission or his delegate chairing the meeting and, after a public hearing following the publication of the notice of such consultation, shall adopt rules and regulations for the safe and orderly construction, installation and use of steam boilers, pressure vessels and refrigeration systems subject to the provisions of section 2. Chapter 7 of this Title. (c) The low-pressure boilers described in point (b) must be retrofitted before the next annual inspection to comply with the standards for appliances, auxiliary equipment and safety equipment referred to in point (a). (f) An applicant for a special licence or boiler operator may be verified upon prior request by a reader or interpreter accompanied by the applicant, provided that the reader or interpreter is acceptable to the Bureau of Boiler and Pressure Vessel Compliance. `workshop inspection` means an inspection carried out during the construction, manufacture or repair of a boiler or pressure vessel; These inspections include joint audits and reviews required and assigned by ASME, API and the National Council, including owner-user certification audits. (a) An applicant for an initial licence, a change in classification or an increase in rank may be submitted in writing in lieu of not more than 50% of the requirements set out in the N.J.A.C. 12:90-8.4 to 8.12 demonstrate out-of-service experience such as maintenance, maintenance, repair or installation of equipment; or sufficient evidence of completion of formal education or university studies involving such equipment. Any applicant who qualifies for a license who is not a U.S. citizen but has officially declared his or her intention to become a citizen will receive a license and will be entitled to annual renewals of that license for the 5-year period immediately following his or her declaration of such intention, and thereafter, he or she will only be entitled to renewals if it is proven that he or she has become a citizen of the United States.
(d) If you write to the Bureau of Boiler and Pressure Vessel Compliance in respect of a boiler, unfired pressure vessel, refrigeration equipment or other equipment, the New Jersey State Inspection Registration Number must appear in the upper left corner of the registration certificate, the manufacturer`s serial number, the number of the National Council and the name of the manufacturer in the correspondence. (c) Any inspector whose duties are limited to shop inspections that require a New Jersey Certificate of Competency may apply for a “shop inspection” certificate of competency based solely on possession of a valid commission issued by the National Board of Boiler and Pressure Vessel Inspectors. The application must meet the following requirements: Prerequisites: In order to qualify for the state-issued license examination, the applicant MUST indicate on their application the actual experience as indicated in the NJAC Admission Regulations 12:90 – provide copies of the boiler logbook with the hours recorded. Only relevant, applicable, legal and full-time experience is listed. The three-month work experience MUST be within the last seven years. Every engineer and firefighter licensed under this Chapter shall, at the request of the Commissioner or an employee of the Department of Labour and Industry, provide all equipment testing licences and certificates required under this Chapter while responsible for or using the equipment described in Article 34.7-1. (c) No person shall complete or purchase new or used boilers or pressure receptacles which do not conform to the applicable ASME Code, except as provided in N.J.A.C. 12:90-5.3 to 5.10. The applicable ASME code is indicated for these transactions. (c) The Boiler and Pressure Vessel Compliance Office may consider an applicant`s experience at the same level for the classification or classification of another jurisdiction.
The application must be accompanied by documents related to the licensing and admission requirements of the other jurisdiction. To obtain a black seal boiler operator`s licence, the applicant must have at least three months of experience as an assistant, trainee or assistant to an operator holding an equipment licence for which such a licence is required. The Boiler and Pressure Vessel Compliance Office may request a copy of the boiler operator`s protocol for review by the auditor upon approval of the application. Any proceedings instituted under the provisions of this article shall be notified by the Commissioner or a member of the Engineering and Fire Licensing Office, or by any official authorized to conduct proceedings before the Supreme Court, the Legal Department, the Special Civil Division or the District Courts. This Subchapter applies to administrative tasks that the owner or user of boilers, pressure vessels or refrigeration systems is required to perform under this Chapter, including, but not limited to, model steam boilers. “Weld repair” means the work necessary to restore a boiler or pressure vessel to a condition that allows safe operation under design conditions. If a repair changes the temperature or nominal pressure, the reassessment requirements must be met. A repair may consist of the addition or replacement of pressurized or non-pressurized parts that do not change the rated capacity of the boiler or pressure vessel.
The provisions of this section shall be administered by the Commissioner through the Bureau de inspection mécanique. The entrance examinations referred to in this Article shall be conducted by the selection board or by a member of that committee.
